What are the main opportunities and challenges of deploying fibre infrastructure? How they differ for copper network operators and cable network operators when moving to fibre? What are the challenges and solutions for alternative operators and greenfield rural deployment?

As the new European Electronic Communications Code is being finalised in the legislative negotiations this high-level panel will discuss some of the most debated regulatory issues. Do we need new regulatory tools to address tight oligopolies?  Should there be more scope for symmetric regulation? What would be the right regulatory framework for new business models like co-investment and wholesale only?

What will next generation fibre access networks look like? How to plan for end-user requirements in 2025 and beyond whilst keeping an eye on OPEX and CAPEX?
